About Permanent Account Number

Permanent Account Number (PAN) is a mandatory registration with the Income Tax Department of India required for all person and entities that are required to pay Income Tax and perform certain high-value transactions. The Income Tax Department uses the PAN to track all compliance and filings of an Income Tax Assesse using the PAN. PAN is a 10 digit alpha-number character, issued in the form of a laminated card. Once a PAN Card is issued, no continued compliance filings are necessary and it is valid for lifetime of the entity.

PAN is now required in India for entering into many basic transaction like obtaining a telephone connection or paying more than Rs.25,000/- to hotels or restaurants. Therefore, it is recommended for all Indian Residents and Foreign Nationals staying in India for an extended period of time to obtain PAN Card.

PAN for Foreign Citizens

PAN is an important document for foreign citizens also, who wish to undertake business in India or wish to invest in India. Procedure to obtain PAN is same as applicable for Indian citizens. However, the application is required to be filled using Form 49AA meant for foreign citizens and submitted at any of the authorized PAN Service Centre through the authorized representative in India. List of documents applicable for foreign citizens are given below:

Individuals and HUF

Documents accepted as Proof of Identity

  • Passport, or
  • Person of Indian Origin (PIO) card issued by Government of India, or
  • Overseas Citizen of India (OCI) card issued by Government of India, or
  • Other national or citizenship Identification Number or
  • Taxpayer Identification Number duly attested by “Apostille” (in respect of countries which are signatories to the Hague Convention of 1961) or by the Indian Embassy or High Commission or Consulate in the country where the applicant is located or authorised officials of overseas branches of Scheduled Banks registered in India (in prescribed format).

Documents accepted as Proof of Address

  • Proof of Identity documents mentioned above bearing address of the applicant or
  • Bank account statement in the country of residence,or
  • Non-resident External (NRE) bank account statement in India,or
  • Certificate of Residence in India or Residential permit issued by the State Police Authorities, or
  • Registration certificate issued by the Foreigner's Registration Office showing Indian address, or
  • Visa granted & appointment letter or contract from Indian Company & Certificate (in original) of Indian address issued by the employer.

For other than Individuals and HUF (Including those having no office of their own in India)

Documents accepted as Proof of Identity & Proof of Address

  • Certificate of Registration issued in the country where the applicant is located, duly attested by “Apostille” (in respect of the countries which are signatories to the Hague Convention of 1961) or by the Indian Embassy or High Commission or Consulate in the country where the applicant is located or authorised officials of overseas branches of Scheduled Banks registered in India (in prescribed format) ; or
  • registration certificate issued in India or of approval granted to set up office in India by Indian Authorities.

At present, PAN Service Centres are located in India only. However, foreign citizens may find online mode of application more convenient and easy. The online facility allows payment of fees using credit card option for foreign citizens. Also, the fees charges is reasonable; i.e. Rs. 106 if the PAN card is to be received in India and Rs. 985 if the PAN Card is to be received at a foreign location


For Foreign National the Copy of passport is mandatory. All foreign nationals and non – resident Indians should provide notarised or apostilled or counsularised documents from the Indian Embassy in that country. It is mandatory to provide documents in the languages English or Hindi only, if In any case the documents are not in English or Hindi, then the certified translation copy should be attached.

Who can obtain PAN?

Any person (including Indian Nationals and Foreign Nationals) or artificial entities like Companies, LLP, Trust, Society, etc., can obtain a PAN.

Is there a minimum age or income requirement for obtaining PAN?

No, there is no minimum age or income requirement for obtaining PAN. Any person can apply and obtain a PAN.

Do I have to pay Income Tax if I have PAN?

No, it is not mandatory to pay Income Tax if you have a PAN. Income Tax will have to be paid only if there is taxable income.

What are the documents required for obtaining PAN?

To obtain a PAN for individuals, a signed Form 49A along with the identity proof and address proof of the applicant is required. For other entities, proof of incorporation or registration like Partnership Deed, Certificate of Incorporation, etc., along with the address proof is required.

How long does it take to obtain a PAN?

PAN Card can be obtained in 10-20 working days from date of application along with the required documents.

Can a person have two or more PAN?

A person cannot have two PAN. It is illegal for a person to possess more than one PAN.

Will proprietorship's have a separate PAN Card?

Proprietorships cannot have a separate PAN Card. The PAN of the Proprietor will serve as the PAN of the Proprietorship business.

When can PAN be obtained for Company or LLP or other type of entities?

PAN can be obtained for other entities after incorporation or registration. For instance, PAN can be obtained for Company or LLP after the Certificate of Incorporation is issued.
